Job Summary
The Regional Operations Manager (ROM) is primarily responsible to ensure the progress of the community against the approved National and Regional Strategies and Programmes. Reporting to President Regional Council with a dotted line reporting to Manager Operations at the National Council, s/he will work closely in the development and management of programmes, with the support of partner Institutions and regional portfolio members in the respective region. The ROM will play a variety of roles in this regard, including as a catalyst, coordinator, facilitator, reviewer, implementer, and reporter. S/he will aim to advance the programme agenda on behalf of the implementing Council(s) by working with Central Institutions, helping to mobilize the available human and programmatic resources, identifying and helping to realize the potential synergies between institutions, and engendering a collegiate and collaborative approach amongst all Central Institutions. S/he will also require to continuously monitor the programmes for scalability and sustainability, as well as develop tracking and impact reports to be shared with all the stakeholders.
Role and Responsibilities
- Institutional Collaboration: Facilitate communication and collaboration with and among AKDN institutions to address the needs of the collective institutions and the goals of the boards and the National Council. Establish liaison and good rapport with the National Council and other Boards and ensure that their requirements are duly complied with.
- Community and Public Relations: Contribute on strategic policy issues, perceptions, while exercising executive functions and authorities as may be delegated by the office bearers and NC-CP from time to time. Ensure that National Council’s mission and services are consistently presented in a strong and positive manner to relevant stakeholders. Prepare analytical program reports highlighting programmatic activities, especially in relation to the roadmap defined in the End of Term Report and guidance provided by Hazar Imam.
- Performance Monitoring: Monitor the outcomes achieved from all activities governed by the National Council to ensure progress towards targets. Contribute to the refinement of monitoring tools and mechanisms. Apprise the NC-CP about the budgets, schedule, and outcome variances in program execution. Provide to the Office Bearers and NC-CP corrective actions to align programs and activities with stated objectives and strategies.
SPECIFIC DUTIES:
Programming, and Budgeting:
- Work closely with the Regional President and Regional Chairs / Members in developing the programmes as per the regional needs, implementing approved programmes, and supervising & monitoring the existing interventions.
- Strengthen communications and proper coordination between the National, Regional, and Local boards/portfolios in the development, implementation, and desired outcomes of programs. Ensure consensus-building at all levels, as necessary.
Coordination
- Coordinate with institutional and portfolio members ensuring that program requests are timely received, approved, and funded and post programme reports are also timely submitted.
- Assist Coordinator Operations at National Institutions in conceptualizing, designing and developing new programmes and coordinate with regional and local teams in managing the execution of new and existing programmes in synergistic partnerships with relevant institutions.
- Ensure optimal use of resources and, for such purpose, coordinate with the Regional Portfolios in attaining their respective annual objectives, corresponding strategies, and implementation of their respective programmes.
Data Management:
- Maintain MIS of all the beneficiaries who have participated in the programmes and interventions, and develop a tracking mechanism of the benefits that individuals have derived from institutional interventions. Ensure implementation of the developed systems and mechanisms at the regional and local levels.
- Ensure that systems and processes are in place for database management in order to properly track all aspects of each program.
- Work in close collaboration with all the local councils within the region and with other institutions, as well as liaise with other regions as required.
- Ensure proper budgeting of the programs that are required for his/her area of jurisdiction and ensure those are submitted to the National Council for consolidation and approval in a timely manner.
- Guide and motivate programmatic and other staff for their quality output, high performance and support.
- Mobilize the necessary voluntary resources to meet program objectives and HR needs, particularly maintaining gender equity in the region.
- Identify and implement best practices within and between programmes in the region and share the same with National Office.
- Manage shared services at the regional level with respect to programmes.
- Perform any other related tasks assigned by the stakeholders from time to time.
Reporting:
- Prepare and review quarterly, mid-year, and annual reports, and all other reporting requirements.
- Prepare quarterly, annual, and three-year calendar of activities and reports to provide visibility.
- Prepare proposals and reports as and when required for reporting, partnership and collaboration.
- Coordinate write-ups for the Department of Communications for coverage of stories in magazines.
- Prepare consolidation, monthly, and periodic analytical reports on overview of programmes, programmatic outcomes, and recommendations for Central Institutions and other stakeholders.
- Provide regular feedback on the programmes to National Office and Regional President, as well as recommend improvements and adjustments for achieving the objectives.
- Maintain records related to the programmes and interventions by the council/board including, but not limited to, the records pertaining to participants’ profiles and programme details.
Required Skills
Skills and Qualification:
Professional Experience
- Candidate should have 3-5 years of relevant work experience in the social, public, or corporate sector working in a medium / large organization.
- Professional / voluntary experience in institution(s) would be an advantage.
- Work experience in the social sector or youth development / educational institution will be an asset.
- Proven ability to manage multiple tasks under pressure, meet stringent deadlines and teamwork.
Skills and Attitudes

- Experience in setting, attaining, and/or measuring performance indicators and outcomes.
- Proficiency in MS Office and MS Project.
- Experience in preparing programmatic budgets and key deliverables.
Academic Credentials
- Master’s degree in management/administration.
- Professional qualification in youth development and/or project management would be an asset.
Language Proficiency
Strong communication skills in English and Urdu (both oral and written).
Travel and Schedule
Willingness to work beyond normal working hours and travel within Pakistan.
