Job Summary

ITREBP (JIs) invites applications for the role of Regional Finance Officer for Lower Chitral. ThRegional Finance Officer (RFO) reports to the Regional Management of Institutions, along with the National Finance Department (NFD) through the Regional Assistant Manager Finance Chitral. All the budgeting and day-to-day accounting activities of the region will be managed by RFO. Internal control and policy compliance are necessary to be ensured and strictly complied across region as per advice from NFD. Administrative and day-to-day reporting along with review and approvals are at the regional level.

Regular Duties/Responsibilities

  • Ensures that adequate financial controls are in place and proper accountability of income and expenditures.
  • Review monthly / quarterly report with Regional Management / Area Assistant Manager Finance and plan for next month / quarter spending as per budget / handbook.
  • Ensures the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing reports & statements and financial audits.
  • Collect funds (Grants, Beneficiary Contribution etc.) as per advice and record it on timely and accurate basis with information to Central Finance Department and Regional team.
  • Prepares and submits timely, accurate and reliable financial reports i.e., Ledger, Cash Book, R&P, Monthly cash in hand certificate, Daily cash closing report, Heat Map and any other report required by Central Finance Department.
  • Submit all bills/invoices along with vouchers (duly authorized) on a timely basis to Central Finance Department for reimbursement / necessary adjustments.
  • Checks and ensures that all procurement process and expenditures are in accordance with the financial and procurement procedure. This includes ensuring receipts to be obtained for all payment.
  • Responsible for maintaining files and ensure tagging and physical verification of assets periodically.
  • Checking all travels actual expenses and TA/DA bills of staffs and verify the days allowed to staff should not exceed budget. Report any deviation to the Regional head and resolve.
  • Prepare and release monthly donations of regional teachers, take their receiving and keep up to date records. Monthly / Quarterly report need to be submitted to Regional Assistant Manager Finance.
  • Disburse funds to relevant Program Officer / staff as per approved plan.
  • Ensure that all disbursements are according to payment policy and Standard Operating Procedure. Report all deviations and ensure proper filling of records.
  • Responsible for any budgeting and accounting tasks related to arrangements of conferences, workshops, training, retreats and any other activities in region.
  • Ensure all expenses are charged to proper budget lines and within limits. Deviations need to be reported in timely manner to Central Finance Department along with proper justification.
  • Facilitating auditors Internal/external in carrying out audit and review tasks.
  • Prepare, collect and compile receipts and payments on monthly basis from respective local offices.
  • Receive, maintain and reconcile the project records with project team.
  • Salary disbursement to regional and local staffs on timely basis and ensure maintaining its confidentiality.
  • Follow and strictly the compliance the cash control mechanism and cash management SOPs to ensure accuracy, completeness and timely reporting.
  • Responsible for monthly/surprise cash count.
  • Perform any other task as assigned by the Manager Finance or Central Finance Department.

B. Periodic Duties/Responsibilities

  • Visit local offices, support office secretaries on related matters and update office fiscal records such as PPSD, meetings expenses, travel, etc. on need basis.
  • Have close coordination with Admin and Program Officer.

Required Skills

Skills and Qualification:

  • The ideal candidate must be an ACCA/ ACMA part qualified, or have a Bachelor’s Degree (four years of education) or a Master’s Degree (at least 16 years) in Finance, Commerce, or Business Administration from a recognized university.
  • At least 3 years of relevant work experience in a similar capacity, preferably in educational, social or development sector.
  • The candidate must have basic knowledge of the community setup. Besides this, the position must have excellent analytical skills (MS Office).
  • The candidate must have excellent written and verbal communication skills and report writing skills in English and Urdu.
  • Age bracket of 28 to 40 years
  • Extensive travel assignments may include the risk of bad weather and exposure to the vulnerable law and order situation of the country. Alone and group traveling will be included.
