Job Summary

Roel and Responsibilities:

The JKD Project Officer is responsible to provide oversight and management of all JKD projects in the country, including but not limited to:

  • Implementing of the JKD 1-, 5- and 15-year plans together through new construction, repair and retrofit of existing structures, facility assessment and analysis.
  • Manage the development of all JK construction projects, ensuring that projects are completed on time, on budget and according to design specifications and global standards established.
  • Develop and enforce national standards related to planning, design and construction with specific attention to safety from natural and man-made risks.
  • Engage with and manage staff and volunteers to assist in delivery of JKD projects.
  • Develop the profile and capacity of the JKD Office to successfully implement annual JKD plans.
  • Prepare JK project proposals and budgets in consultation with the JKD National Committee and National Council EO.
  • Prepare funding requests for JKD projects.
  • Engage in regular site visits to all ongoing JKD projects.
  • Monitor construction status.
  • Monitor project financial/budget status.
  • Ensure that best management practices are being followed.
  • Prepare status reports for all projects on a weekly basis.
  • Enforcement of specifications for design of JK.s.
  • Solicit tenders/ bids for constructions projects.
  • Develop, negotiation and enforce contracts.

Institutional Liaison with
•    National JKD committee chaired by National Council President.
•    DJI JKD Coordinator (functional guidance).
•    Local JKD Committees that are chaired by Local Council Presidents.
•    JKD Accountant.
•    Others: Engineers, Architects, Construction Managers, Contractors, Volunteers and interns

Required Skills

Education:

  • Minimum Bachelor Degree in Engineering - preferably Civil, Construction or Architecture or equivalent.
  • Optional - Degree in Business Administration, accreditation in Project Management or Master Degree in a related field.

Experience:

  • 5+ years of Design and/or Construction Experience.
  • At least 3+ years of Project Management Experience.

Knowledge and skills

  • Knowledge of construction methodology as well as safety practices related to construction.
  • Experience in developing and implementing construction budgets.
  • Knowledge of national and international building codes as well as health and safety practices related to construction.
  • Knowledge of construction contract options.
  • Familiarity with project management methodology and best practices.
  • Understanding and appreciation of trends, emerging technologies, and materials in construction industry.
  • Strong negotiation and problem-solving skills.
  • Ability to analyse, follow-up and resolve problems.
  • Excellent report writing, proposal development, observation and documentation skill, including construction photography.
  • Strong interpersonal skills in addition to being open-minded and a good listener.

Language.

  • Excellent Arabic written and oral skills.
  • Fluency in English (written and oral)

Strong IT/Computer skills.

  • MS office (Excel, Word, PowerPoint, Project).
  • Auto CAD.
  • Familiarity with other Engineering and design software would be helpful

Key Accountabilities:

  • Ensure that the interests of the National and Local Councils, as well as other stakeholders, are protected at all times.
  • Ensuring the JKD projects are completed on time and within budget and in accordance with international standards for comfort and safety.
  • The role is open for Syrian nationals and for the candidates with the legal right to reside and work in Syria.
