The Hydro-Met/GIS and Trigger Specialist will be responsible for providing technical expertise in Hydro-Meteorological modeling, Geographic Information Systems (GIS), and early warning mechanisms including development of trigger and thresholds.
This role supports the development, implementation, and enhancement of disaster risk management systems by leveraging Hydro-Met data, GIS tools, and trigger-based approaches to improve preparedness and anticipatory action mechanisms.
It also involves close collaboration with the Hydro-Met and GIS-related departments of a reputable local university, and coordination with Pak Met Department, Irrigation Department, PDMA, DDMA and other agencies.

KEY RESPONSIBILITIES:
Hydro-Meteorological Data Analysis:
Collect, analyze, and interpret Hydro-Meteorological (Hydro-Met) data, including rainfall, temperature and weather patterns and river flow data from Pak Met department and irrigation department
Develop and test deterministic and accurate models for flood forecasting, based on upstream river flow and forecasting models.
Collaborate with meteorological department, irrigation department, PDMA and DDMA and other agencies to obtain real-time and historical data for analysis and provide support accordingly.
Collaborate with PDMA and DDMA and other departments to obtain loss and damage data for target area to identify danger level
Draft and present trigger report based on above mentioned data sets, return period analysis and associated danger level.
Support in development of decision support system for flooding in target area.
GIS Mapping and Analysis:
Utilize GIS tools to create detailed maps and models for hazard, vulnerability, and risk assessments.
Conduct spatial analysis to identify high-risk areas and support decision-making processes.
Maintain and update geospatial databases for future interventions in times of disasters.
Trigger Mechanism Development:
Design and implement trigger-based forecasting model for disaster preparedness and response.
Develop thresholds and indicators for activating specific interventions based on Hydro-Met data and risk analysis.
Monitor real-time data streams to identify potential triggers and provide timely recommendations for action.
Technical Support:
Provide technical support for integrating Hydro-Met and GIS-based solutions into disaster risk management frameworks.
Prepare detailed technical reports and presentations to communicate findings and recommendations.
Collaboration and Coordination:
Collaborate with the Hydro-Met and GIS-related departments of a reputable local university for the Hydro-Meteorological data analysis, GIS mapping and analysis, trigger mechanism development.
Work closely with meteorological department, PDMA, DDMA and technical experts.
Participate in multi-stakeholder forums to share insights and align project activities with national and regional disaster risk reduction strategies.
Support resource mobilization efforts for disaster response in future.
QUALIFICATIONS AND SKILLS:
Education:
Master’s degree in Meteorology, Hydrology, Geography, GIS, Environmental Science, or a related field.
Experience:
Minimum of 5 to 10 years of experience in Hydro-Met data analysis, GIS mapping, and disaster risk management.
Experience in developing and implementing early warning systems and/or trigger-based mechanisms for anticipatory actions.
Technical Skills:
Proficiency in GIS software and remote sensing tools.
Strong understanding and experience working with data analysis for decision support systems.
Strong understanding of hydrological and meteorological modeling techniques.
Knowledge of early warning system frameworks and disaster risk reduction principles.
Familiarity with programming and data analysis tools is an advantage.
