FOCUS Humanitarian Assistance, Pakistan (FOCUS), is looking for suitable candidates for the position of Chief Financial Officer (CFO) and the Company Secretary to lead and manage financial endeavors, legal & regulatory compliances, and taxation while collaborating closely with the Reporting lines.

Key Objectives of this Role:

  • Comprehensive Financial Management: Assume direct or supervisory responsibility for all financial functions, including fund management, investments, insurance, budgeting, and financial reporting. Contribute to shaping the company's financial strategy and staffing requirements.

  • Budget Development and Coordination: Lead the coordination and development of annual operating, capital, and program budgets. Ensure accurate and timely reporting on-budget performance.

  • Cash Flow Management: Guarantee the alignment of cash flow with operational needs by overseeing daily accounting, recording, reporting, and internal control activities within the organization.

  • Operational Excellence: Introduce and implement best practices and tools to maintain a well-controlled yet adaptable organization. This includes fostering robust fiscal management, coordinating projects, facilitating cross-team communications, and streamlining workflows.

  • Regulatory Compliance: Ensure strict adherence to all regulatory requirements, safeguarding the organization by ensuring compliance with relevant laws and standards.

The position will report to the Chair of the Board and for administrative purposes, report to the CEO.

Principal Duties and Responsibilities:

Financial Management

  • Develop and implement financial strategies that support the organization’s mission and goals.

  • Manage and oversee all financial operations, including accounting, funding requirements, and working capital management.

  • Ensure the accuracy and completeness of financial records, including the general ledger, accounts payable and receivable, payroll, employees’ taxation, and other financial activities.

  • Prepare and present financial reports and reconciliation to the reporting lines, providing analysis and recommendations as needed.

  • Ensure compliance with all financial reporting and regulatory legal requirements, including tax filings, audits, and other reporting requirements.

  • Manage relationships with external partners, including donors, banks, auditors, and other financial service providers.

  • Develop and implement financial policies and procedures that align with the organization’s values and strategic goals.

  • Represent the organization at internal and external events and meetings, providing financial guidance and support as needed.

  • Manage relationships with external auditors and other financial service providers to ensure adherence to all reporting and regulatory requirements.

Budgeting and Forecasting

  • Develop and oversee the annual budgeting process, working closely with program managers and other stakeholders to develop realistic and achievable budgets.

  • Monitor actual performance against budget and develop financial forecasting models that support long-term financial planning and decision-making.

Company Secretary

  • Review all regulatory submissions including maintenance of corporate documents and records and ensure compliance with all applicable laws and regulations.

  • Oversee legally mandated meetings and reporting hierarchies, encompassing the coordination of meeting schedules, securing agenda approvals, gathering, and disseminating working documents and presentations, recording meeting minutes, maintaining follow-up action trackers, and ensuring adherence to action item deadlines.

  • Assist the Chair in fulfilling their responsibilities, which include supplying pertinent briefing materials to donors and other stakeholders as needed.

  • Prepare periodic reporting on all governance-related matters.

Required Skills

Preferred Skills and Qualifications:

  • Three or more years of experience in executive leadership roles.

  • Excellent leadership skills, with steadfast resolve and personal integrity.

  • Exceptional verbal, written, and visual communication skills.

  • Understanding of IFRS, Fund management, regulatory issues, and tax planning.
