Job Summary

JOB SUMMARY:

The Anticipatory Action Specialist is responsible for designing, implementing, and enhancing anticipatory action frameworks to mitigate the impact of disasters. This role involves leveraging data-driven approaches to trigger pre-emptive interventions, building capacities of stakeholders, and fostering partnerships to ensure timely and effective disaster preparedness and anticipatory action.

Role and Responsibilities:

Strategic Development and Implementation:

  • Provide overall technical support to project implementation and provide strategic recommendations on enhancing the implementation of the AA mechanism in target area.
  • Develop and test anticipatory action frameworks including SoPs, and early actions .
  • Support in development of triggers and thresholds for riverine flooding
  • Liaise with hydro-met agencies, irrigation for data required for AA trigger and protocol
  • Support the Provincial Disaster Management Authority (PDMA) and District Disaster Management Authority (DDMA) to update and implement district-level contingency plans.
  • Identify and support the implementation of innovative approaches to enhance preparedness and reduce disaster impacts.
  • Support in the implementation of the Joint Price Market Initiative and monitor pre-crisis price trends for anticipatory cash-based assistance.
  • Develop, implement training materials and protocols, and conduct training for Early Warning Committees, government agencies, project staff and stakeholders.

Trigger Mechanism Design and Monitoring:

  • Support the establishment of evidence-based thresholds and indicators for triggering anticipatory actions.
  • Provide guidance for the monitoring of real-time data from hydro-meteorological, socioeconomic, and other relevant sources for activation of early interventions.
  • Support the process for ensuring alignment of triggers with regional and national early warning systems.

Data Analysis and Risk Assessment:

  • Develop tools and training of staff/ stakeholders for risk assessment in target areas.
  • Conduct risk analyses to identify potential hazards, vulnerable populations, and priority intervention areas.
  • Evaluate the effectiveness of anticipatory action plans and recommend improvements.

Collaboration and Advocacy:

  • Build and maintain partnerships with government authorities, humanitarian organizations, and donors.
  • Advocate for anticipatory action approaches at regional and provincial platforms.
  • Representation in forums, workshops, and conferences focused on disaster preparedness and .

Monitoring, Evaluation, and Learning:

  • Guide the process for the Development and implementation of the monitoring and evaluation (M&E) frameworks to track the effectiveness of anticipatory actions.
  • Document lessons learned and best practices from past interventions to improve future actions.
  • Produce reports on activities carried out for anticipatory actions.

Required Skills

Technical Skills:

  • Experience in developing and conducting specialized training for community
  • Strong understanding of early warning systems, contingency planning  and trigger mechanisms.
  • Knowledge on Trigger development and GIS tools are preferred.
  • Knowledge of humanitarian principles and disaster risk management  frameworks.

Soft Skills:
